Over 60 financial giants line up to partner with India Post

NEW DELHI: The vast legacy network of India Post, once perceived to be unwanted baggage and a huge financial burden, is turning out to be its biggest strength. Top global financial firms Barclays, Citibank, Deutsche Bank, Western Union, Visa and domestic giants State Bank of India and Punjab National Bank are among over five dozen companies that have queued up to partner with the payments bank arm of the country's postal department.

Even the International Finance Corporation, a member of the World Bank Group, has shown interest in picking up a stake in the business.

There are nearly 1.5 lakh post offices across the country, and 1.3 lakh in rural India.

A large-scale modernisation drive across these branches, including computerisation and the gradual rollout of core banking solutions and ATMs, has attracted big boys of the financial world who are looking at new opportunities in banking, mutual funds, insurance and money transfer.

The postal network and services are the backbone for lastmile connectivity across the country and our efforts at modernization as well as digitization are bearing fruit," telecom and IT minister Ravi Shankar Prasad, who is also in charge of the Department of Posts, told TOI. "With India Post having got a payments bank licence, there is a scramble to forge partnerships and alliances."

The postal department bagged a licence for a payments bank from the Reserve Bank of India in August last year. The central bank also allowed 10 other firms and tech companies to operate payment banks, considered the likely new disruptive force on the financial landscape of the country. Payments banks can accept deposits up to Rs 1 lakh but cannot grant loans.

They can deposit their money in government bonds and issue debit cards but not credit cards. These banks are expected to spread financial inclusion across the country and bring down cost of remittance and fund transfer.

The interest in partnerships with the postal department comes against the backdrop of the success that India Post has achieved after tying up with over 800 e-commerce companies, including Flipkart, Snapdeal and Amazon.Parcel revenue, which registered a dip of 2% in 2013-14, grew 45% in 2014-15 and a staggering 100% till February in 2015-16.Those seeking an alliance with India Post for banking products and services include SBI, PNB, BoB, Union Bank, and IDBI Bank. Foreign aspirants include Barclays Bank, Deutsche Bank and HSBC.

In the queue for an alliance on the insurance business are HDFC Life, ICICI Lombard, ICICI Prudential, Bajaj Allianz, Kotak Life Insurance, Royal Sundaram and PNB Metlife.

Transfort and Western Union from the US have lined up for a deal on money transfer.State-owned telecom company BNSL wants to strike a partnership for the mobile wallet business, while American financial services giant Visa has approached India Post for a pact on ATM and point-of-sale transactions.

7th Pay commission: From Cabinet approval to basic pay, what govt staff need to know about increment

New Delhi, April 2: There is good news in the offing for Central Government employees as Seventh Pay Commission will be implemented soon.

Reportedly within two to three months all the required things will be done so that increment will be handed over to government staff.

Here are all the latest developments about the pay commission.

 Final implementation

Government will implement Pay commission most likely in July.

Central Government employees will be paid six months arrears along with final increment.

Notification for salary increment will be issued after State Assembly elections.

Most likely it will be done in May.

Union Cabinet may approve recommendations of the Pay Commission in the month of June.

 Confusion over minimum basic salary

Government is contemplating to give around 19 percent raise on the existing minimum basic salary.

Reports say that Empowered Committee of Secretaries will suggest minimum pay Rs 20,000 in place of Rs 18,000 which was proposed earlier.

Central government employees who are not happy with present proposal want minimum pay Rs 26,000

Army officers Vs civilian counterparts

Army Officers are not happy with the present recommendations of Pay Commission and have aired their grievances many times to Defence Minister Manohar Parrikar

Defence forces have this feeling that if pay commission will be implemented in present form then it will position them much below their civilian counterparts in terms of salaries, facilities and status

One of the main grudge that the armed forces have is with regard to risk-hardship matrix.

These officers say that a soldier posted in Siachen Glacier, which has the highest degree of both risk and hardship, gets an allowance of Rs 31,500 per month.

In contrast, a civilian bureaucrat from the All India Services draws 30 per cent of his salary as "hardship allowance" when posted anywhere outside the comfort zone.

Under the new scale, a senior IAS official posted in a city in northeast will draw much more as "hardship allowance", compared to the Rs 31,500 per month drawn by military officers in Siachen.

 Government assured Army men

Recently Defence Minister Manohar Parrikar said that concerns of Armed forces will be addressed

In an interview, he said, "The concerns raised by the armed forces would be taken up by the commission".

He also gave hint that the proposed recommendations of 7th Pay Commission could be revised as Government has not yet taken final decision over the same

 Centre won't cut existing facilities

Sources say that Government won't be making any changes in the existing advances and facilities, enjoyed by Central government employees.

Pay commission had suggested abolition of many privileges and facilities including risk allowance, small family allowance, festival advance and motor cycle advance etc in its recommendations.

Govt ordered to give maximum benefits to staff Prime Minister Narendra Modi recently had ordered officials to speed up review process so that it could be implemented soon.

Modi asked Committee of Secretaries to provide maximum benefits to central staff.

Cabinet Secretary P K Sinha headed empowered committee which was appointed to overview whole process was told to accept pay commission's recommendations without diluting the same.

to me
Dear Comrade,
The plight of Cl-III Employees of the country has gone beyond tolerence due to implementation of CBS & CIS. Inspite of resolutions made in the CWC at Chandigarh, no agitational programme at All India level is forth-coming in the scenerio of differment of strike date by NJCA. The assurances given by CBS Directorate in the informal meeting with S.G NFPE & S.G.FNPO have no meaning at all. The installation of 2nd Server has casted no impact in the improvement of connectivity. I think the inhuman torture on a particular class i.e. P3 is not taken with due seriousness and why not a strike call be given by CPJCA including all other common issues? What happened to the call of CPJCA, earlier given with 7 Charter of demands. The P3 comrades through out the country are feeling neglected. I have ventilated my displeasure also not taking due stress on toiling p3 employees of the country.

Yours Comradely

(R.C.Mishra),
C.S. AIPEU, Gr-C, Odisha.
