Sub- Some gross irregular & unruly actions of divisional administration of Puri division-request for intervention of CO-reg.
Respected Sir,
It
has come to the notice that following irregular actions were taken by
divisional administration, Puri, going down the Rules in this
connection.
1-
A good number of OAs have been kept in divisional office who have
completed tenures without making them transfer to other offices in
clear-cut deviation to RT guidelines. It is a practice of divisional
administration to transfer some officials, (working in divisional
office) during the rotational transfer memo and again bringing them on
deputation on the same day of joining or after few days and continue
them in divisional office for years together. It is urged upon for
issuance of necessary instructions for immediate transfer of those OAs
for implementations of Directorate orders of RT Rules in letter &
spirit, uniformly applicable to all.

The Rule-38 transfer memo was issued by CO in the month of March 2015
and after lapse of 8 months, the same was not implemented in Puri
division completely. Though most of the PAs were relieved immediately
and they have joined in other divisions, two numbers of officials are
still working in Puri division without relief. Those officials have to
join in Bhubaneswar division for which their posting orders have already
issued by SSPOs Bhubaneswar division. Rule-38 memo will be again
accorded from CO for year 2016 and their non-relief will definitely will
cast impact on vacancies shown in Bhubaneswar & Puri division as
well. This issue was also taken as agenda item in Bi-Monthly Meeting
with DPS (HQ) and it was assured for immediate action for relief. As
they are not relieved till date and continuing in Puri division, we
request for issuance of necessary instructions to relieve them without
any further delay to maintain sanctity of Rules.
