Respected Sir,
This union wants to draw the kind attention to the reply given against the above agenda item of RJCM Meeting held on 19-07-2013 wherein it was stated that instructions issued vide Directorate letter no 21-1/2002-PE-II dated 27-08-2002 as pointed by the staff side would be examined. As no development is found on the very issue and the Dusshera holidays are approaching, it is requested for immediate action.

It is to submit again that in all other Central Govt establishments lying at Bhubaneswar, no operative wings are available except in Postal Department. The CGEWCC, Bhubaneswar is always taking one sided action favouring the Administrative office staffs in selecting holidays, falling on Friday or Monday to get three consecutive holidays without giving weightage the importance of holiday. Mahastami is bearing more importance during festive occasion in Dusshera in Odisha State than the Mahasaptami, but the same is not declared as holiday due to the reason of falling of Mahasaptami on Friday and on its declaration as holiday will fetch three consecutive holidays for administrative offices. As such, the staffs of operative offices available only in Postal Department will face the deprivation of getting two consecutive holidays on 12-10-2013 (Saturday) & 13-10-2013 (Sunday). Mahastami was declared as holiday always before last two years in the holiday list and the deviation caused for the last two years.

Instructions have been issued vide Directorate letter no 21-1/2002-PE-II dated 27-08-2002, delegating power to the Circle Heads to declare a substitute holiday, falling on Saturday for operative offices in lieu of holiday declared in the holiday list as per selection of CGEWCC. It was reiterated that this declaration of holiday may be done under intimation to CGEWCC. As Mahastami is falling on dated 12-10-2013 (Saturday) it may be declared as substitute holiday for operative offices in Odisha Circle in lieu of Mahasaptami holiday on 11-10-2013 (Friday).

On the circumstance, it is earnestly requested to kindly examine the Directorate’s instructions on the above subject and action may kindly be taken for declaration of substitute holiday on 12-10-2013 for operative offices to avert strong resentment of all operative staff in the entire circle.

Dear Comrades,
            The National Secretariat of the Confederation congratulate the affiliates and State Committees for the strenuous efforts put in by them to propagate and campaign amongst the mass of the employees of the need for an immediate wage revision and setting up of the 7th CPC and enlist the massive participation of the Central Govt. employees for a long drawn out struggle, which commenced in 2011 and the first phase of which was culminated on 12th December, 2012 in a one day strike action.  We are proud of the fact that our efforts has borne fruit  as the Government  had to announce the setting up of the 7th CPC  on 25th. Confederation, as you are aware, had always been in the forefront in formulating demands of the CGEs, presenting and articulating the issues in spearheading struggles and negotiating the demands to reach settlement.  This time also Confederation was the organization which raised the setting up of the 7th CPC and wage revision; demanded that the 7th CPC’s recommendation must be effective from 1.1.2011; insisting that the tenure of the recommendation of the 6th CPC must be ended on the expiry of the five years on par with the wage tenure of the Public Sector undertaking workers as early as in 2010.  It could justify the demands with facts and figures of the unprecedented erosion of the real value of the wages of the Central Government employees due to the high rate of inflation in the economy and shooting up of the prices of all essential commodities.  The campaign and propaganda unleashed by us together had its salutary impact on the thinking process of other sister organizations, compelled them to take note of the growing discontent amongst the rank and file of their membership and to realize the fact that the wage structure had become incapable of making both ends meet especially for those employees at the lower levels of the hierarchy. They had to perforce take up the issue of wage revision  and setting up the 7th CPC due to the ambience created by the Confederation and its affiliates by organizing series of struggles during  the period and at the same time spurning every of our attempt for a joint action. We are quite aware that sanctions cannot be generated without joint and united action of the workers.  This dichotomy practiced by the predominant organizations in the JCM inflicted irreparable damage to the cause of the Central Government  employees.
We are happy that the Government of India having realized that the large majority of the Central Government employees have become mentally attuned to the path of an inevitable struggle on wage revision  decided to avert a confrontation by announcing the setting up of the 7th CPC.   We must, however, realize that the decision of the Government  tantamount to a post dated cheque which is capable of encashment only after a long period of two and half years.  We must not take it lying down.  The agony and sufferings of the employees, especially those at the lower levels cannot be mitigated by promises and assurances.  There must be a rise in their emoluments to make them capable of meeting the ever increasing cost of essential needs.  The Government must be told categorically and compelled to agree for the merger of DA with pay; and interim relief, which had all along been the case ever since the advent of the system of Pay Commission for wage revision.  We must bring home the fact that there will be no question of any arrears arising from the recommendation of the 7th CPC as the Commission is mandated to make its recommendation before the crucial date of 1st January, 2016. 
Even though, it is stated that the terms of reference would be finalized in consultation with all stake holders, the question of inclusion of GDS within the ambit of the Pay Commission, in all probabilities would be resisted by the Government. In the light of the passage of the PFRDA Bill in the Parliament, the Government might not agree to include the retirement benefits in the terms of reference.  This apart, the Government will now refer all pending matters, be it at the National Anomaly Committee, National Council or various Departmental Councils  or taken up through inter departmental references  to the 7th CPC.  In other words for the next two and half years none of the issues of the CGEs will be either discussed or settled.  We must not allow the Government to succeed in this nefarious objective.
We must note that the present announcement of setting up of the 7th CPC has also the hidden political agenda, for  many States including  Delhi  are to go to polls in the next few months.  The National Secretariat of the Confederation will meet on 23.10.2013 at Delhi. Formal notice is being sent separately. The Sectt. will decide upon the future course of action. In view of the present announcement of the Government setting up the 7th CPC it is necessary that we should defer the strike ballot decision, which is scheduled to be held on 11th to 13th November, 2013.  It is however, our considered opinion that unless we trade the path of struggle the demand for merger of DA with pay, date of effect, inclusion of GDS within the ambit of the 7th CPC and other issues in our charter of demands will not be settled at all.   The campaign chalked out must, therefore, be carried out with determination and understanding that we will succeed.   We request the leaders of the affiliates, State Committees and National Sectt. Members to ensure that the campaign programmes are implemented as planned.

Sub: -  Inclusion of Gramin Dak Sevaks of Department of Posts under the purview of the proposed Seventh Pay Commission – regarding.
With due respect and regards, we put forth the following for your kind consideration and favourable decision please.
In the Department of Posts, the 50% of the total work force are called as Gramin Dak Sevaks and they are continuously being discriminated by separate committees formed for the consideration of their wages and service conditions.
The Supreme Court of India declared that these Gramin Dak Sevaks are holder of civil posts and it is a well settled law. Despite the judgment, the same civil servant status has not been accorded yet to them except a part in case of disciplinary proceedings.
The Fourth Central Pay Commission categorically emphasized that, the GDS issues shall be brought under the purview of Pay Commissions. But still separate committees are constituted.
The last committee constituted at the time of Sixth Central Pay Commission caused clear injustice to these employees and they are deprived all the service benefits at par with civil servants even though the law of the land declared and settled them as the holder of the civil posts.
Under these circumstances, we most humbly request the Hon’ble Prime Minister of India to consider our request and cause orders to include the GDS of the Department of Posts under the terms of reference of the Seventh Central Pay Commission.

Proposal for opening of Railway Reserved Tickets through Computerized Passenger Reservation System (PRS) Centre in India Post PRS Centre at Puri HO and Nimapara MDG



A proposal from the Dy. Chief Commercial Manager (PS), O/o Chief Commercial Manager, Rail Sadan,  Chandrasekharpur Bhubaneswar-751017 for opening of  Railway Reservation Counter through India Post in the post offices at Puri HO and Nimapara MDG  has been received by our Circle Office. As such now Circle Office has requested the SSPOs, Bhubaneswar and Puri Division to examine and communicate their consent views in respect of proposed HO / MDG  and availability of necessary infrastructure like space, lighting, staff arrangement for opening of  ‘India Post PRS’ at the above location at the earliest for onward submission of the same to Directorate.

The officials may exercise their option choosing the date of fixation of their pay under FR-22(1) (a) (i) within a month from the date of promotion. The officials already given financial upgradation under MACPs scheme are not eligible for benefit of fixation of pay by virtue of their promotion.

FLASH NEWS, CONSTITUTION OF 7th PAY COMMIISSION


7th CENTRAL PAY COMMISSION
ANNOUNCED BY THE GOVERNMENT
Central Government today announced the constitution of the 7th CPC. Confederation of Central Government Employees and workers alongwith NFPE has been demanding appointment of 7th CPC right from 2011 onwards. We have conducted continuous agitational programmes including Parliament March and also one day nationwide strike on 12th December 2012. After 12th December Strike we have decided to go for indefinite strike and strike ballot is also announced. We congratulate the entire Central Government employees who rallied behind Confederation. Confederation is the only organization which has conducted serious agitation demanding constitution of 7th CPC.
Government has not yet announced the Chairman, Committee members etc of the 7th CPC and also terms of reference. Further our demand for merger of DA, giving effect from 01.01.2011, inclusion of three lakhs Gramin Dak Sevaks under the purview of 7th CPC, granting DA merger to GDS and settlement of other demands in the 15 points Charter of Demands are also pending. Before announcing the terms of reference of 7th CPC. If Government is not ready to accept our above demands, Confederation National Executive will meet shortly and shall decide for further course of action.
ANNOUNCEMENT OF 7TH CPC IS ONE STEP FORWARD AND IT IS THE VICTORY OF THE WORKERS WHO FOUGHT FOR IT.

Respected Sir,
This Circle union alleged through the above agenda item in Bi-Monthly meeting with DPS (HQ), held on 16-08-2012 focusing on total failure of divisional administration to maintain normal work culture, resulting to total collapse of development works throughout the division. The following allegations were brought to the kind notice of the then DPS (HQ) in anticipation of improvement of the situations and making a way for better functioning of the divisional administration.
1- Non-sanction of leave cases of officials for years together, thereby causing non-regularization of service books of the officials.
2- Non-sanction of OTA, TA, Medical bills of the officials. Huge pendency bills are available, but the funds under the heads to the tune of lakhs were surrendered in last financial year. As per information collected under RTI an amount of Rs. 1,07,000/- was surrendered by SSPOs to CO, keeping pending of the medical bills amounting to Rs. 2,01,000/ as on 31-03-2013. Similar is the case of sanction of OTA bills & TA bills, there is huge pending of such bills and the fund under the heads were refunded in last financial year.
3- Non-sanction of MIS incentive bills, speed post incentive bills. Non-grant of MACP to staffs, non-issue of RPLI pass books to the holder for years. Non-sanction of fees of doctors in lieu of certificates in RPLI proposal forms for years.
4- Even the GPF advances of officials were not sanctioned and were blocked with the plea of submission land documents, medical proofs.
5- Non-sanction EDGIS to GDS employees for years together.

The above matters were brought for rectification of the irregularities on CO interference, but it is quite dismay to intimate that no improvement in working standard of SSPOs has been noticed. Rather, he supplied some false report to circle office on above alleged matters which are far away from truth. The SSPOs also started vindictive action against our staff members on protests of this union on above subjects. In last rotational transfer memo he transferred our officials to the remote offices, even without completion of their tenure. Though we have 70% of staff strength, none of our member was transferred as OA divisional office and divisional office was flooded with members of other union with ill intention. Some of the cases were modified taking the case at CPMG level. Even after the personal intervention of CPMG to accord modification, he dared to take minimum more than one month that to by persuasion by DPS (HQ).
Besides
 oabove he used to enjoy HRA every month without occupying post quarter meant for SSPOs. This has been alleged against him by this union and it has been reported that attempt is going on with the collaboration of PM Puri HO to demolish some portions of the quarter(which has been totally furnished after making expenditure of lakhs) to show it unfit for living in order to avoid recovery of HRA. This temperament shows to what extent a senior official like him can go down for shake of his own selfishness?. In addition to non-occupation of this post quarter at Puri, it has been also alleged that he possessed one quarter at Berhampur.
In addition to above, he is involved in rampant corruption in the appointment of GDSBPMs and a lot of irregularities have come to lime light. Massive irregularities were made in showing community wise vacancies, deviating from the recruitment guidelines. Similarly, illegal purchases were made in clear violation of standing Financial Rules and bogus vouchers worth huge amounts were made. There are gross irregularities in purchase of articles through LPC made under his chairmanship showing purchases from bogus firms.
Under the circumstances, it is our fervent appeal to kindly consider for shifting of the present SSPOs from Puri division to save it from further destruction & for better implementation various schemes launched by the Department in Puri division.
SOME STRINGENT ACTION IS REQUESTED.
