All India Postal Basketball Tournament - Odisha Circle lifts the trophy

Congratulations ! Congratulations !
Odisha Circle became the Champion for the first time  in All India Postal Basketball Tournament held in Patiala , Punjab from  08.10.2014 to 11.10.2014 defeating Gujurat Circle, the champion for last six years continuously.
 In the last match of super league of the 28th All-India Postal Basketball Tournament that concluded on 11.10.2014,  Odisha beat last year’s winner Gujarat by 7 points. Odisha scored 56 points whereas Gujarat scored 49 points. Tamil Nadu secured the third position. 
Chief guest Shri Kulbir Singh, Chief Postmaster General, Punjab Circle, Chandigarh and President Punjab Postal Sports Board, awarded prizes to winners.

Sub: Manner of disposal of PPO – death of the pensioner with no claimant authorized for family pension in the same PPO
The Central Pension Accounting Office is a nodal agency for administering the Scheme for pension disbursement through public sector banks. It is in continuous process of streamlining and simplifying the pension delivery to the utmost satisfaction of Pensioner’s/ family pensioner’s comfort and convenience. The disbursement of family pension to the “family pensioner other than spouse” like widowed/divorced daughter is one of those areas in which a lot of efforts have been put in to simply and make them effective and efficient.
But it has been observed that a number of court cases and legal cases received in CPAO are mainly related to delay in the commencement of family pension to the family pensioner other than a spouse and arisen due to negligence on the part of the banks in returning the disbursers’ and the pensioners’ half of the PPO to CPAO if there is no family pensioner stands to be authorized through the same PPO.
In this context, Para 23.3 of “Scheme for Payment of Pensions to Central Government Civil Pensioners through Authorized Banks” provides the manner of disposal of PPOs wherein no claimant exists after the death of pensioner/family pensioner with the stipulation that the disburser’s portion as well as pensioner’s portion of the PPO is to be returned to CPAO for updation of its record and onward transmission to the PAD/AG who had issued the PPO for similar action and record.
The non-compliance of these instructions by the banks is resulting increase in receipt of number of court cases and legal cases in CPAO, non-updation of CPAO’s and PAO’s relevant record, delay in authorization of family pension to the eligible family members for whom a new PPO is to be issued, causing hardship to the claimants, points raised by the Pensioners’ Welfare Associations from different platforms including SCOVA meetings.
The Para 6.3.1 of the CPPC Guidelines also stressed upon the strict adherence to the codal provisions of “Scheme Booklet”, CCS[Pension] Rules, Orders, Guidelines on Pension issued by Government of India/Reserve Bank of India from time to time.
Non-compliance of codal provisions by the banks is a very serious lapse on their part. Therefore, it is imperative to instruct the Heads of CPPC of all the banks/ Heads of Govt. Business Divisions to take a stock of these cases and send a Review Report within seven days from the receipt of this Office Memorandum followed by returning of both the halves of all such PPOs wherein pensioner/spouse has died and no claimant for family pension has been authorized in the PPO. The matter may be taken
on priority as it is under review at the higher level.
This issues with the approval of Chief Controller [Pensions].

Sub: -  Problems arising out in Core Insurance solution/Mc Camish migration – Request for solutions – Reg.

The following are the problems faced by officials working in the McCamish software in PLI/RPLI migration that require to be addressed early to ensure prompt and hassle-free migration:

1]      No proper training or clear cut instructions were given to the officials working in McCamish software resulting in lot of practical difficulties.

2]      Likewise, for the areas of KLC Updating and UA settlements, no proper guidance or instructions were given.

3]      The frequent Startup problems with invalid configuration that lead to failure in forms server or failure to connect to server create untold miseries in carrying out the migration work.

4]      The files that could not be corrected in the DATA CORRECTION at the end of the designated offices had to be sent to respective D.O/R.O or even C.O. for carrying out at C.O.  It is pertinent to note that certain files could not be opened at designated HO/offices level and are blocked.  Hence, they have to be opened and operated at R.O/C.O. only.  Consequent to this the Date Correction work remains incomplete.

5]      All the relevant documents are not available at offices for Loan Ledger Updation and hence the files have to be sent to R.O. for further action in this regard. Especially, the policies that come across the counter for Repayment/Interest on loan create discrepancies relate to loan ledger under different rules as RULE 38B, 39B, 44B,45B, 47B, 48B,35B;36B,23B,23F,341B, 25B, 339F,335B,329B,55B etc

Further, it is intimated that the date of payment of loan could not be ascertained from the PLI files.

6]      As far KLC Updation is concerned, it is intimated that correct premium payment date by the policy holders is not known.   

7]      As the rule discrepancy entries are blocked, the same could not be completed at the offices/Hos.  Likewise, the RPLI module too found locked and cannot be altered at the designated offices.

8]      Special PAO codes are not available at designated offices, hence, the discrepancy regarding KLC gaps and entering missing years in KLC updation cannot be done there.  Oral instructions are being issued every now and then not to do the same at HO level but so far no written communication/mail have been received.

9]      It is instructed that the Ledger posting should not be updated with N [no] for the past, but it is pertinent to point out that the manual schedules for the past period are not available at the HO end that result in impasse in updating the ledger files. Without verifying proper manual records, filling up with Y[yes] as per the written instructions may boomerang on staff in the future.  The updation cannot be done on assumptions and false presumptions.  This area needs to be addressed properly without insisting on simple filling with ‘Y’ only.

10]    Even for Maturity and Surrender details of payment not updated in NIC software.  As the files are not available at the HOs, the payments could not be checked by verifying the available records.

11]    For E category and to some extent B category rules, only excel format are being used and not fed in NIC software as the columns are blocked.  Hence, the accuracy factor is in question

12]    For missing years in KLC in PAO codes for special groups like Railways, Schools, Govt. establishments having bulk policies, PANO codes could not be done owing to non availability of payment schedules.

13]    ‘Converting of policies’ during data cleansing:  No such conversion available with checked files.

14]    While Date Cleansing, the difference is sum assured and premium amount with files and NIC software have to be sent to CO through respective DO for corrections .But, those files are generally returned without any correction.

15]    For updation of AEA payment, no particulars available in the Case files received.

16]    Assignment and reassignment of records could not be done at HOs but only at D.O. level only.

17]    Several policies with PAO code as per the schedules are in migrated level.  For such policies the premium cannot be updated as the details cannot be viewed and altered. 

These are only some of the problems in the migration process.  It is further added that many technical issues needs to be resolved by the only System manager attached at R.O.  as the S.Ms of divisions and HOs are also not equipped with trouble-shooting.  This aggravates the problem further. 

Without taking into account all these discrepancies and expecting the officials to complete the work as ‘he horses for the courses’ way may become counter-productive. “During migration, E category rules will not be checked by Infosys and if any wrong data will be there, it will be migrated as it is and post migration there is no provision to correct/update any of the data” is like shifting all the burden on the slender shoulders of the poor officials without creating a conducive atmosphere for proper migration which is trouble-free.  Hence, it is requested that all these technical issues are properly addressed at the earliest and then the migration done to avoid any major head-ache in the future. All technological and practical impediments may please be sorted out and user friendly environment be ensured for effective, smooth and best service to the clients.

Com. Jagannath Giri, a veteran postal trade union leader of Odisha Circle who was under medical treatment due cerebral hemorrhage for last two days expired at about 1 AM on 07.10.2014 in S C B Medical College and Hospital.

As the Divisional Secretary of AIPEU, Group-C, Cuttack City Division and Asst. Circle Secretary, AIPEU, Group-C, Odisha Circle, the valuable contribution of late Com. Giri till 1999 will be remembered for ever. Even after his retirement, Com. Giri had remained active in various trade union activities undertaken by the members of Cuttack City Division. Late Com. Giri has left three sons and one daughter ( all married ) behind him.

With sincere condolence, all the members of NFPE family of Odisha Circle prays Lord Jagannath to shower His unending blessings over the bereaved family members to bear with such irreparable loss.

Let the departed soul rest in eternal peace.

Postal dept. ties up with online retailers-- PRESS NEWS

Don’t be surprised if your neighbourhood postman delivers products you have ordered online, along with letters.
The department of posts has recently tied up with various online shopping portals to offer delivery services.
With e-commerce growing by leaps and bounds, the postal department, which has a widespread reach, particularly in rural areas, will bridge the gap in logistics.
The department has tied up with major e-commerce players, including Amazon, Flipkart, Shopping Zone India and Naaptol, to help ramp up their delivery system.
“We are also in the process of tying up with smaller online players. We are delivering more than 80 per cent of the products ordered online to customers across the State on behalf of some e-commerce firms,” said an official.
A tie-up with another major online market firm, Snapdeal, is also under way. Soon, customers need not necessarily visit the nearest philatelic bureau to buy stamps as Snapdeal will also offer philatelic stamps and first covers of the postal department.
In Chennai and its suburbs, nearly 2,300 postmen, postwomen and gram dak sevaks (who are part-time staff members) attached to 110 post offices will be involved in delivering goods through various modes, including cash-on-delivery.
T. Murthy, chief postmaster general, Tamil Nadu circle, said: “We have set up a dedicated parcel-handling unit in Ekkaduthangal where the products are sorted and dispatched to various places. We have the capacity to handle over 40,000 parcels daily.”
The department now handles nearly 28,000 parcels daily and delivers across the State. Of these, about 30 per cent is delivered in and around Chennai.
“We deliver in a day from the date of booking, in Chennai, and in a maximum of four days in remote areas. We are processing the requests of many other e-commerce firms too,” said Mr. Murthy.

Lakhs of central govt employees take cleanliness pledge
New Delhi: Lakhs of central government employees Thursday took a pledge to ensure cleanliness in their offices and residential areas by working at least two hours per week as part of Narendra Modi administration's "Swachh Bharat" Mission.
Each central government department had made detailed arrangements to administer the pledge to its employees on the occasion of Mahatma Gandhi's birth anniversary today.
It is for the first time that all employees from the level of peons to Secretary were called to the office on 'Gandhi Jayanti', which is otherwise a government-declared holiday, to be part of the 'Clean India' campaign.
Banners displaying message of maintaining cleanliness at work place and surroundings were put up on the central government office buildings and along the road sides to encourage people.
Some of the employees were also given specially-designed T-shirts displaying messages for maintaining cleanliness.
Home Secretary Anil Goswami administered the pledge to the employees of Ministry of Home Affairs and Ministry of Personnel. Hundreds of employees participated in the programme and took the pledge.
"It is like a celebration. Employees are celebrating this. Cleanliness is a continuous process. I am sure employees will continue to ensure cleanliness in office and in living areas," said Mamta Kundra, Joint Secretary in Ministry of Personnel.
There are about 30.98 lakh central government employees in the country.
Employees took a pledge to remain committed towards cleanliness. "I will devote 100 hours per year, that is two hours per week to voluntary work for cleanliness. I will neither litter nor let others litter. I will initiate the quest for cleanliness with myself, my family, my locality, my village and my work place," reads the pledge, administered to the employees by senior officials.
The Prime Minister has given a call for "Swachh Bharat" (Clean India) as a mass movement to realise Mahatma Gandhi's dream of a clean India by 2019, when the country will celebrate 150th birth anniversary of the Father of the Nation.
"I will encourage 100 other persons to take this pledge which I am taking today. I will endeavour to make them devote their 100 hours for cleanliness," as per the text of the pledge.
Cabinet Secretary Ajit Seth had written to secretaries of all central government departments to create awareness on the matter and ensure that the pledge is administered to employees working under them.
"For a campaign of this nature to be successful, there is a need to create massive public awareness and to ensure participation and action for cleaning homes, government offices, schools, hospitals, work places, streets, roads and markets, railway stations and bus terminals, statues, monuments, rivers, lakes,ponds, parks and other public places.
"It is important to involve government and public sector officials at every level, non-government organisations, education and health institutions, rural and urban local bodies, Self-Help Groups, youth organisations, residents and market associations as well as business and industrial chambers and associations in the cleanliness and awareness drives," Seth had said in his letter.

Sangam City a part and parcel of 160 yrs of postal service

The postal department will complete 160 years of glorious service on Wednesday. However, many of us are unaware that the Sangam City has been a vital spot in this journey and has many firsts to its credit. From the launch of first horse cart postal service to air-mail and railway-mail service, the city has always been the first choice.

The credit of launching horse cart service in 1841 goes to prominent trader of chowk area Lala Thantimal. Owing to diversified business, he felt the need for a speedy mail service and hence the first horse cart service came into existence. His mail service also used to carry letters of public but for a price.

The launch of service led to Lala Thantimal's business growing by leaps and bound. Later, he finally settled in Kanpur. "A decade later, he started postal company 'Inland Transit Company'. Initially, the company carried mails and parcels between Kanpur and Calcutta (now Kolkata). The services were later expanded to Meerut, Delhi, Agra, Lucknow and Varanasi," said director, postal services, Krishna Kumar Yadav. Thantimal's great grandson Vinod Tandon now lives in Kanpur but is engaged in separate business. Incidentally, Yadav has conducted an extensive research on the topic.

In another first, the Britishers in 1864 launched railway-sorting section between Allahabad and Kanpur. "The section was later converted into rail mail service which now occupies over 70% of postal delivery services in the country," said the director.

The world of postal services was, however, revolutionized by world's first airmail service. It too was started from Allahabad to satellite town of Naini in 1911 and carried letters of freedom fighter Motilal Nehru written to his son Jawaharlal Nehru.

"The first air mail took off from the Parade Ground in February 18, 1911. It carried 6,500 letters and after 13 minutes it landed near the Central Jail in Naini," said Kumar, adding Allahabad was the most suitable place for starting the postal service as it was situated between Kolkata and New Delhi and between Mumbai and New Delhi.

It may be mentioned here that a clergyman of the Holy Trinity Church, currently situated on Sarojini Naidu Marg, requested Englishman Walter Windham to participate in an exhibition on Parade Ground with his aircraft. There, Windham performed an aerial show to raise funds for the construction of a hostel. As a part of their contribution, a lot of people had also posted letters with postage stamps which were delivered to Naini.

Government sets up five-day workshop for bureaucrats asks them to sit together and brainstorm

The Modi government now wants senior bureaucrats across the country to sit together and brainstorm in order to come up with innovative ideas, telling all states that civil servants must not remain confined to the narrow domains of their respective services and not share their experiences with their peers.

A first-of-its kind fiveday long 'Inter-Services Workshop' is being organised by the Centre in November, which will be an annual feature, so that senior bureaucrats who have put in 12-14 years of service can sit together and share their experiences of governance with each other, the Prime Minister-led Department of Personnel and Training (DoPT) has written to chief secretaries of all states on September 26.

"There is no institutional mechanism by which officers at senior levels cutting across different services can come together and interact on a regular basis. It has been observed and felt that in absence of such a mechanism the officers remain confined to the narrow domains of their respective services, thereby defeating the very purpose for having such an extensive civil service in the country," says the DoPT letter to all states.

It adds that need for such an institutional interaction has been "long felt" in the backdrop of the pivotal role being played by the Indian Civil Service in policy formulation, planning and implementation in the country.

It has added that the aim of the workshop will be to share experiences of respective services, best practices adopted in policy, procedures and delivery mechanisms and the outstanding work done by the officers of different departments and other sectors.

"There will also be discussions on common problems affecting civil services and having a brainstorming session/s on the role and future of civil services in this rapidly changing scenario in the globalised environment. A comprehensive 'Way Forward' may also be worked out," the DoPT has said, saying it is a good initiative to begin with by bringing together officers who have put in 12-14 years of service.

"It is believed that sharing of experiences of respective services, best practices adopted in policy, procedures and delivery mechanisms and the excellent work done by the officers of different departments and other sectors, discussions on common problems affecting different services and having a brainstorming on the role and future of civil services in this rapidly changing scenario will go a long way in strengthening the civil services in India and in turn having a strong and vibrant administrative framework in India," the DoPT letter says.

The DoPT has added that such a mechanism, apart from keeping the officers informed of the dynamic changes in different sectors of governance, could ideally serve as a platform for them to interact on different issues of governance, share experiences on best practices and come out with innovative and conceptual ideas. DoPT has asked states to nominate officers from all civil services like 
IASIPS, IFS, IRS and IES among other services for the same.
