48 HOURS STRIKE ON 1st & 2nd DECEMBER-2015
7th Central Pay Commission has completed its task. The Report is ready and it was to be submitted by 30th September, 2015. Pay Commission requested to grant extension for two months to bind up the office but Government is very generous to grant extension for four months i.e. up to 31stDecember, 2015. National Joint Council of Action of National Council JCM constituent organizations took decision to defer the Indefinite Strike to be held from 23rd November-2015 as Pay Commission has not submitted its report. NFPE has taken decision earlier to go on indefinite strike from 23rdNovember-2015. But due to some technical reasons and in the wake of decision of NJCA, NFPE Federal Secretariat meeting held at Hyderabad on 11.10.2015 had reviewed the entire situation and came to the conclusion that 48 hours strike on 1st & 2nd December-2015 will be organized in the Department of Post on 4 Points Charter of demands which include , Inclusion of GDS in 7th CPC , Implement cadre Restructuring proposals in all sections, filling up of all vacant posts in all cadres as per actual sanctioned strength and stopping up of all types of harassments in the name of implementation of various new services and schemes and Trade Union Victimization.
Neither Government of India nor Department of Post appears to be sincere towards the genuine demands of Postal Employees including GDS. Our demand of inclusion of GDS in 7thCPC which was assured by the Secretary (P) and Minister Communication is still unsettled. They are not at all serious to settle the genuine demand of poor GDS employees who are still deprived from all the basic rights and facilities extended to the regular Government employees. We cannot tolerate this state of affairs of exploitation of GDS employees and can go to any extent until and unless the GDS employees are treated as regular Government employees and given all the due rights and facilities extended to regular Government employees.
The Cadre restructuring proposals in all Cadres including Postal Accounts and MMS were finalized about 2 years ago but still these are not implemented. If this could not be implemented before the implementation of report of 7th CPC , it will be of no use.
Postal staff in each cadre is facing lot of hardship due to acute shortage of staff, because the recruitment is not being done on the basis of actual sanctioned strength. If staff shortage is met out more than 50% problems will be solved automatically.
One of the most burning problems is the harassment of staff in all cadres in the name of implementation of various schemes and services and trade union victimization. CBS and CSI has become a very serious problem. Without developing proper infrastructure these schemes are being implemented and staff is facing more difficulties and harassment from administration as well as public. More and more staff is being made victim under contributory negligence factor. If any union representative raises his voice against all these excesses he is victimized.
This state of affairs on the part of administration cannot be tolerated more.
Therefore the Federal Secretariat of NFPE has decided unanimously to go on 48 hours Strike on 1st and 2nd December-2015.
NFPE call upon the entirety of Postal, RMS and GDS employees to make all efforts to make the 48 hours strike a historic success and make the department and Government of India to understand that Postal Employees will not leave their genuine demands and will always remain on the path of struggle.
Unitedly we fight we will win. We have won on so many occasions and this time also we will win.

Presidential address delivered by Com. Usha Bonepalli Chairperson, Confederation Women’s Sub Committee in the Two Days All India Women’s Work shop held at Hyderabad on 9th & 10th October 2015

KKN Kutty President of the Confederation of Central Government Employees and
Workers, Com. Krishnan, Secretary General of the Confederation, Com. Nageswara
Rao, Com. Satyanarayana, Com. Subba Reddy, President – Incometax Employees
Federation, many other distinguished leaders, and all comrades who have come
from different parts of India, from different central government departments -
on behalf of the Confederation of the Central Government Employees and Workers,
a warm welcome to you all.
Comrades,
I am very happy to see so many women comrades assemble here for a union
meeting. This is because, we don’t often see women travelling from all over
India, to attend meetings. In all union meetings that I attend, I generally see
around 95 % men and hardly 5 % women. But here, seeing a gathering full of
women is giving me great satisfaction.
Comrades,
I always feel that more women participation in union programs will strengthen
the union very much. On various issues, we keep seeing a lot of protests and
agitation programs in our offices, and rallies on streets. But if there is a
protest program on the streets by women, the importance will be more. Everyone
will look and enquire – what is the problem. Imagine if there is a ‘March to
Parliament’ comprising of only women, if Delhi’s roads are covered by a sea of
women, from all over India, how much impact it will have. The media will
respond more, and no government can take that lightly. That is the power of
women.
But
in various unions, the role of women is generally limited to only following
strike call given by leaders. There are very less number of women in leadership
positions. Generally, women are given a post of ‘lady representative’. If there
is an executive body of 15 members, all the 15 members will be men and one post
will be reserved to ladies, as ‘lady representative’. I also worked as a ‘lady
representative’ in my initial years, but I used to think that this model is
wrong. I thought that I will fight this mindset. Why shouldn’t women be in the
forefront? Why cannot women lead a union, in a responsible position, up in the
hierarchy? Why not women as President or General Secretary of a union ? Can
women handle such responsibilities or not ? This thought used to occupy my mind
a lot, and inspire me a lot. With that inspiration, with that zeal, I became
the first General Secretary of Incometax Employees Federation for AP and now
Telangana.
Comrades,
I have worked as President and am now working as General Secretary. With my
experience, I can confidently say that women are not less in any aspect when it
comes to working in a union or leading a union. The only thing that women need
is a little bit of orientation, and self confidence. How do we get it? By
having a clear grasp of issues, by understanding the problems that the working
class is facing, and the problems specific to central government employees. If
we have that understanding, if the fire is ignited, if the spirit blazes, then
no one stop it, and the force of organised women, will be the one biggest force.
The classes that you will have during these two days, are a major step in that
direction. In these two days, eminent speakers will discuss about the
challenges of working class, the new liberal economic model, legal awareness of
women’s law, role of women in trade union and society, 7th Pay Commission and
the role of Confederation. But before that, let me give an introduction to the
issues surrounding us.
Comrades,
as members of the Confederation, we are a part of the larger ecosystem of the
Indian Working Class. In recent days, the working class is facing big threats
to their basic rights. Let me explain a bit.
There
are some important laws which protect the workers from exploitation. I will
read some of their names, which are self explanatory : Factories Act,
Industrial Disputes Act, Minimum Wages Act, Payment of Bonus Act, ESI Act, EPF
Act, Maternity Benefit Act, Child Labour Prohibition Act, Equal Remuneration
Act. What do these laws do ? They ensure that minimum safety standards and
minimum facilities should be there in a factory or an office, reasonable living
wage or minimum pay should be assured, workers should get health cover,
insurance and PF benefits, women should get maternity benefits, women should
not be forced to work in night shifts, women should get equal pay as men,
workers can organise into unions and fight against injustice. These laws give
us certain rights. They protect workers from exploitation. Why were these laws
framed? Did the ruling class dole out these laws as an act of charity? Or an
act of benevolence ? No. Not at all. Nobody gave us these. In the 19th and 20th
centuries, workers around the world – peasants, industrial workers, workers in
organised and unorganised sectors – everywhere – in Manchester, Leeds, Warsaw,
Leningrad, Surat, Coimbatore, Kolkata, - everywhere, the workers waged bitter
struggles, faced oppression, hardships, victimisations, made immense
sacrifices, even lost lives. But we kept the struggle going, gaining from
strength to strength. Eventually, the workers movements have succeeded in
forcing the ruling classes to frame these laws. Its our struggle, our
sacrifices that brought these laws. Our safeguards. And now, in the 21st
century, the government wants to remove them, or dilute them. Why ?
You
might have seen in newspapers and TV – Our PM went to Australia, New York, San
Fransisco. He hugged Mark Zuckenburg. He met top industrialists. Everybody
wants to do business in India. Nice, but why ?
In
the western countries, they have very strict labour laws. You can see, even the
lady ambassador of India was arrested in the USA because she did not pay
minimum wage to her domestic servant. They have such strict labour laws there.
Corporates have to give huge amount of their earnings as salaries. They cannot
violate the labour laws there, so they want cheaper places, where they can drop
a pittance, make people work day and night, in the name of productivity, and
carry away riches. They want better return on investment. RoI. Better return on
capital employed. RoCE. Catchy abbreviations. Thats why they want to come to
places like India and set up shop here. But we also have labour laws. So what
do they do. They ask our government to remove our labour laws. Or dilute our
labour laws. They call it labour reforms. A good sweet sounding name. Labour
reforms. As if we are living in dark ages and they are angels who are coming to
reform us. The unions are shown as someone who obstruct so called labour
reforms, making us feel guilty. But tell me, can we really call them labour reforms
?
See
what’s the being done under the name labour reforms – Under the new rules,
industries can escape from all 14 labour laws if there are less than 40
employees in a unit. 70 % of the factories in India employ less than 40
employees. Even where more number of employees are there, they show many of
them as working under some outsourcing contractor, so that they are below 40
limit. Because of this, as per new law, more than 70 % of the workforce in
India will not have safeguards of maximum working hours, minimum wage, PF, ESI,
maternity leave. They are left to the wind.
Under
the new law, a factory owner can remove upto 300 employees in one stroke,
without taking any permission from govt or discussion with union. They call it
rightsizing. Right sizing means simply removing workers and employees from the
rolls. Hire and Fire. What happens to their job security and livelihood. Under
the new rules, factory owners can simply close down their factories, by sending
one e-mail. See, till then, the capitalist would have amassed riches because of
the workers, but he can suddenly pack his riches and simply leave, without
giving any severance benefit to thousands of workers who contributed to his
profits. When a worker gets an e-mail, it could be – hey, you have no work from
tomorrow, don’t come, get lost. You have worked for me till now, and I earned
profits because of you, but sorry, don’t ask me a paisa from that. So cruel.
The new laws are giving legal status to this type of injustice. They call this
labour reform.
Comrades,
these reforms are not for improving conditions of labour or workers or
employees. In some sectors, the basic constitutional right to form a union is
also being taken away. Our esteemed guest here, Com. Hemalatha, National
Secretary CITU had to protest in Vizag recently because the government assured
an Israeli Diamond polishing unit that there will be no union in their factory.
Police have even detained her, when she protested. Our basic right is being
taken away in the name of labour reforms. There is no option left to us, than
to protest.
Comrades,
this doesn’t mean that we are against development or growth. Or prosperity. The
question is WHO should prosper. The development or growth of India does not
mean that a map should prosper, or a building should prosper, or some
capitalists should prosper. No. Development means prosperity of the people, who
are the prime reason for the development. Prosperity of the workers, the
employees, their families, their children. But what’s happening in the name of
development is greed, but not development. This is exploitation, not growth.
Workers are being turned into indentured labour. If we take a happiness
quotient of 1 to 10, it will be in minus. Our news papers write articles in
such a manner that the profits are glorified. More profits – bigger heroes. Any
article about their workers ? – I will bet – you will not find even one article
about their workers. Forbes magazines publishes list of top 100 rich people –
Billionaires are ranked 1,2,3 and Indian papers publish the list of Indian
billionaires. No one publishes the list of companies which take care of
workers. Everywhere, there is glorification of profit and total, complete
disregard to workers. When the PM goes to Australia or USA, he would take along
Adani or Ambani, - representatives of industry, but will he take Com Krishnan
or Com Kutty or Com. Hemalatha ? Why not ? Sounding outlandish ? But why not ?
There are three factors of production. Land, labour and capital. The ruling
class are taking with them, representatives of capital. The capitalists. Then
why will they not take representatives of labour. Representatives of employees.
My point is : the policy makers - top politicians and bureaucrats are always
surrounded by these big mega businessmen at all times. Our policy makers listen
to their interests only. Then what about the working class. How can their voice
be heard ?
That’s
the whole point, comrades. Thats why we should organise, strengthen our unions,
and everyone should join the struggle. We should make policy makers sit up and
take notice. Our 2nd September strike is a major step in this direction. You
have seen how the entire working class of India joined hands and made the
strike a grand success. We should be proud of this success and try to take it
forward.
Comrades,
you might have seen, the government was very determined to pass the land
acquisition bill. It did not budge even when the entire monsoon session of
Parliament was washed away. But after the 2nd Sept strike, the govt backtracked
and allowed the ordinance to lapse. This is not a coincidence. This shows the
effect of the united working class. This is a new inspired awakening for us.
This is a lesson for everyone of us in expressing solidarity to each other. Had
the peasants alone have fought for it, the government wouldn’t have cared. But
the workers unions, the Confederation, we all joined hands in denouncing the
land acquisition bill. The opposition parties joined in chorus. So, the
government was left with no alternative. This is an important lesson for
leaders like all of us. Because, everyone of us will keep facing questions,
something like – “the strike is about workers rights in general, but what’s
there for Central Govt Employees like me”. I have faced these questions myself.
And now I have the answers –
Central
Govt Employees also will not have any rights, if the workers’ rights in general
are taken away. Its just a matter of time. We are not an isolated ecosystem. We
are part of the larger family of workers. If we allow the government to be
brave enough to take away the rights of working class in general, it will be
more emboldened to give us a bad deal in 7th CPC. We should not allow this to
happen. If the workers are taken away the right to form a union, then it will
be only a matter of time that this right will be taken away from us also. We
should never allow it to happen. We can fight this only through unity. If we
express our solidarity with each other, we will be part of a larger force.
Government will be forced to give weight to each component of the large force.
In
the classes today and tomorrow, you will understand about our issues, our
rights, and our struggles. You can also learn about the various issues which
are specific to Central Government employees, like 7th Pay Commission, Dr.
Aykoryd formula, contributory pension, bonus, CGHS, outsourcing, contingent
workers, infrastructure and proper working conditions, etc. The Confederation
has given everyone a good opportunity. Make use of it fully.
Before
I end, let me again tell that women should come more and more into union
activities and become leaders. We understand the issues better. We know the
problems more. Let me put this in a simple way - For all the union issues, like
pay and benefits, leave, bonus, working hours, the buck stops with us. Women.
It is in our kitchens, that we women, should decide whether we can afford to
put two onions in a curry or compromise for no onions. We have to decide if we
can afford to give our clothes for ironing at ten rupees a pair or buy an iron
and do it ourselves. We have to decide if we can afford to engage a servant
maid or do the cleaning, washing, mopping, cooking - ourselves, 31 days a
month.
The
buck stops here.
The
ultimate affected party of all these Pay Commissions, workers rights, or
injustice to workers – the ultimate affected party is woman. So, we should know
what is the injustice to our employees, and why and how we should fight. If we
know this, understand this, we will automatically fight and we will be a big
force. If we do that, Confederation will succeed in taking this workers
movement to greater heights. I don’t see you as ordinary women here. I see you
all as torch bearers to womens’ movement in your organisations, as great
leaders, raring to go. We keep doing a lot of multitasking in our life, in
office and at home. I am telling you, we can easily do it.
So
comrades, unless we come out, unite, forge a national awakening, fight with
unrelenting vigour and vitality, unless our struggles shout loud in the face of
the ruling class, we will be taken for granted. Our united voice should pierce
the safety vaults of the ruling class and shatter their deafness and blindness.
I am sure we can do it.

UPU News : Letter-Writing Competition winner honoured in Berne
Sara
Jadid from Lebanon, the winner of the 44th UPU International
Letter-Writing Competition, was in Berne on Wednesday at the Universal
Postal Union to receive her prize from the Director General Bishar A.
Hussein.

“'Jadid'
means something new and bright, which Sara certainly is,” Hussein told
an audience of international delegates and dignitaries.
For her part, Layla, Sara’s mother, who was also in Berne, praised the competition for encouraging literacy.
“In
a world where children are glued to their devices, competitions like
the UPU one play an important part in helping kids express them properly
in writing,” the mother of eight said.
The
Director General would agree. “We are likely to lose the passion for
letter-writing if we do not keep these kinds of events and this spirit
alive,” he said.
When
Sara heard about the theme of the UPU’s 2015 Letter-Writing Competition
– “Write a letter about the world you want to grow up in” – she was
immediately inspired.
“I
thought that it would be my opportunity to express myself,” she said as
the world she wants to grow up in is not the world she sees around her.
Sara
comes from a deprived area in the city of Tripoli in Lebanon and has
been no stranger to war and conflict in her thirteen years.
Undeniable talent
Sara’s letter is a heartfelt appeal, “soaked with tears of despair”, to all those people working to destroy her dreams.
In moving language, the letter presents a detailed and poetic description of this dream world longed for by Sara.
With
strong emotion, she condemns the hatred, war and sectarianism she has
witnessed and imagines a new better world under “the moon of openness
and the sun of freedom”.
“Beyond
her undeniable talent, Sara represents the best that Lebanon has to
offer, with her message of peace, hope and tolerance,” LibanPost CEO
Khalil Daoud said at the ceremony.
He spoke of the sacrifices Sara’s parents had made to provide a good environment for their children to grow and thrive.
LibanPost awarded Sara a cash prize, part of which will to contribute to her education over the next three years.
Giving thanks
Showing self-assurance and composure beyond her years, Sara addressed the Berne audience in French, Arabic and English.
She
thanked her parents and teachers and spoke with great fondness of her
five sisters and two brothers, paying tribute to their individual
qualities.
Sara was accompanied on her trip to Switzerland by her mother, part of the UPU prize.
“I
see you, my World, as a rainbow that appears after crises, in which no
religion will conquer another and no skin colour will be superior to
another. You are a world that transcends human conflict,” her letter
reads.
In the future, Sara wishes for nothing more than to remain in her home country, complete her studies and work.
Inspiration
Her
success has inspired many of her fellow citizens, according to Mansour
Chaya, chargé des affaires ad interim from the Lebanese Embassy, Berne.
“Despite
everything that is happening in Lebanon – two million refugees, and
terrorists knocking at our door – we have this example of a young
Lebanese sending a message of peace to the whole world,” Chaya told the
gathering.
This year, 65 member countries submitted their winning letters from the national heats to the international round. Some 1.5 million children participated.
The
international jury also awarded a silver medal to Miriam Campos Acin,
an 11-year-old girl from Spain and the bronze to Silva Brito Leonardo, a
15-year-old boy from Brazil.

Dear Comrades,
NFPE
alongwith AIPEUGDS (NFPE) has taken decision to go on 48 hours strike on 1st
& 2nd December, 2015 on the four point\s charter of demands.
NFPE
had requested Secretary (P) in writing and by meeting personally to resolve the
issues which are pending since long. But it is a very sorry state of affairs on
the part of Department of Posts that neither any issue is settled nor even a
single line in reply is being given.
As
you all are aware that NFPE along with
PJCA had declared indefinite strike from 6th May-2015 onwards. On
most of the items Secretary (P) gave positive
assurance in writing in the meetings
during negotiations on agenda of strike Charter of demands and the
minutes were circulated among all and were published in all union journals. On
5th May Honourable Minister
Communication also called meeting
with both Secretary Generals NFPE & FNPO and he also gave positive assurances
including GDS wage revision by 7th
CPC and for Cadre restructuring he told
that he has signed the file after
approving the proposals and handed over to Secretary Post.
But
after a lapse of 6 months period no progress is being noticed in any of the
matter.
Earlier
National Joint Council of Action of
Constituent Organizations of National
Council JCM had taken decision to
go on indefinite strike from 23rd November -2015 in which our main demand of inclusion of GDS was
also included in the Charter of demands
It
was expected that Pay Commission will submit its report upto 30th
September, 2015. Pay Commission requested to grant 2 months extension to bind
up the office but the Government of India was very much generous to grant 4
months extension to Pay Commission. Pay Commission has completed its task but
now Government is interfering and Secretary Finance Ministry has directed Pay
Commission to give recommendations keeping in view the fiscal condition of the
country and it should not give such recommendations which cannot be implemented.
NJCA had deferred the decision of strike from 23rd November, 2015.
We as NFPE told in the meeting of NJCA that we are going on indefinite strike
in Postal. NJCA leadership requested to review
and reconsider the decision and
change the date as NJCA has given call
of a grand Dharna by All India leaders of NJCA at Jantar Manter, New Delhi
on 19 November,2015. Some of our Confederation leaders and senior
leaders of NFPE also advised to review the decision. Accordingly NFPE Federal
Secretariat meeting was held at Hyderabad on 11.10.2015 and reviewed the
situation and unanimous decision was taken to organize 48 hours strike on 1st
& 2nd December, 2015 on the following 4 points of Charter of
demands:
(i) Include
GDS in 7th CPC for wage revision and other service related matters.
(ii) Implement
cadre Restructuring proposals in all cadres including Postal Accounts &
MMS.
(iii) Fill up all
vacant posts in all cadres of Department of Posts (i.e. PA, SA, Postmen, Mail Guard, Mail Man, GDS Mail Man,
MMS Driver & other staff in MMS,
PA CO, PA SBCO, Postal Accounts Staff,
Civil & Electrical Wing Staff, as per actual sanctioned strength.
(iv) Stop all types
of harassment in the name of implementation of various new services and schemes
and Trade Union Victimization.
BRIEF OF JUSTIFICATION
OF DEMANDS
(i). INCLUDE GDS IN 7TH CPC FOR WAGE REVISION AND OTHER
SERVICE RELATED MATTERS.
Gramin Dak Sewaks
constitute 50% of Work Force in Department of Post. They run 89% Post Offices
in Rural Areas. Since 2nd Pay Commission, every time a Committee headed by bureaucrats has been constituted to look into the wage
revision and other service related
matters except at the time of Vth Pay Commission when Justice Talwar
Committee was formed which
gave very favourable recommendations to the GDS but Government did not implement 25% of its recommendations.
This time NFPE raised the issue to include GDS in 7th CPC and this
was supported by Confederation and National Council JCM. But Government has not
given any attention towards this demand. During the negotiation on Strike Charter of demands, Secretary (Post) assured
to refer the matter to Government of India again third time with strong recommendations and on
05.05.2015 , Hon`ble Minister
Communication had also assured to use his influence to get the GDS included in
7th CPC but nothing has been done so far. It is coming to the notice
by some sources that Department of Post is going to form bureaucratic Committee
again. We have requested several times that when Pay Commission complete its
task than this matter should also be
given to him . Now Pay Commission has been allowed to sit idol for 3 months.
This period might have been utilized for the wage revision of GDS. But
Government of India is not at all concerned about this poor deprived and
exploited section of working class. We cannot tolerate this state. So we have
to go to agitation to fight this injustice and discrimination.
(ii). CADRE RESTRUCTURING
Cadre
Restructuring proposals were finalized by the Committee 2 years before. On 5th
May 2015 Minister also approved.
JS&FA also cleared the proposals. DOP&T has not raised any
objection and suggested to take clearance from Finance Ministry. There is no more
financial implications even that Finance Ministry has not cleared the proposal.
We have asked Department of Post several times but nothing has been done so
far. If it is not implemented before implementation of 7th CPC
report. It will be of no use.
(iii). FILL UP ALL VACANT POSTS IN ALL CADRES OF
DEPARTMENT OF POSTS.
Though Recruitment is
going on in the Department of Posts here and there. But there is acute shortage
of staff in all cadres because recruitment is not being done as per actual sanctioned
strength. If recruitment is made as per actual sanctioned strength and shortage
is met out then 50% problems will be
solved automatically.
(iv). STOP ALL TYPES OF HARASSMENT
IN THE NAME OF IMPLEMENTATION OF VARIOUS
NEW SERVICES AND SCHEMES AND TRADE UNION VICTIMIZATION.
Our
staff in all cadres is facing so much harassment and victimization. Every day
any new service or scheme is being launched without proper infrastructure and
sufficient man power. CBS and CSI biggest problem for P-III, 100% delivery for
Postmen. Harassment of staff in RMS on OTA, More problems in Circle Office,
Postal Accounts and Civil Wing and Electrical Wings are being faced due to
staff shortage. If any Trade union leader raises his voice against these
onslaughts, he is victimized. Holding of Melas and Meetings on every Sunday and
Holiday has become the regular practice against the directions given by
Secretary (Post).
So keeping in all these we have to

and Government of India.
Whatever we have achieved that is
due to struggle only. We have achieved so many things in past by struggles
only. If we fight unitedly we will win sure.
For making the strike 100%
successful please follow the following instructions:
1. Campaign programme of All India leaders have been
declared and published in websites, all circle secretaries of NFPE affiliated
unions are requested to consult each other and make all arrangements for the
meetings of All India leaders. If any change is needed, can be made with
consultation of all.
2. All India leaders should attend the programmes compulsorily.
3. Maximum publicity should be given to the campaign
programme.
4. Strike notice will be served on
06.11.2015 to the Secretary (Posts) by NFPE leaders.It should be served at all
levels by organizing mass demonstrations.
5. Joint
campaign programme should be conducted by all Circle/Divisional Secretaries in
their respective Circles and Divisions and make maximum efforts for grand
success of strike by organizing Gate meetings and General Body meetings.
6. Circulars/Pamphlets
/Hand bills and Posters should be published and send to all. These should be
published in regional language also.
7. Please leave no stone unturned for
success of strike.
8. Give Wide Publicity in local Press and Media.

48 HOURS STRIKE ON 1st & 2nd
DECEMBER-2015
7th Central Pay Commission has
completed its task. The Report is ready and it was to be submitted by 30th
September, 2015. Pay Commission requested to grant extension for two months to
bind up the office but Government is very generous to grant extension for four
months i.e. up to 31st December, 2015. National Joint Council of
Action of National Council JCM constituent organizations took decision to defer
the Indefinite Strike to be held from 23rd November-2015 as Pay Commission has not submitted
its report. NFPE has taken decision earlier to go on indefinite strike from 23rd
November-2015. But due to some technical reasons and in the wake of decision of
NJCA, NFPE Federal Secretariat meeting held at
Hyderabad on 11.10.2015 had
reviewed the entire situation and came to the conclusion that 48 hours
strike on 1st & 2nd December-2015 will be organized in the Department of Post
on 4 Points Charter of demands which
include ,
Inclusion of GDS in
7th CPC , Implement cadre Restructuring proposals in all sections,
filling up of all vacant posts in all
cadres as per actual sanctioned strength
and stopping up of all types of
harassments in the name of implementation of various new services and schemes and Trade Union Victimization.
Neither Government of India nor Department of Post
appears to be sincere towards the genuine demands of Postal Employees including
GDS. Our demand of inclusion of GDS in 7th CPC which was assured by
the Secretary (P) and Minister Communication is still unsettled. They are not
at all serious to settle the genuine demand of poor GDS employees who are still
deprived from all the basic rights and facilities extended to the regular
Government employees. We cannot tolerate this state of affairs of exploitation
of GDS employees and can go to any extent until and unless the GDS employees
are treated as regular Government employees and given all the due rights and
facilities extended to regular Government employees.
The
Cadre restructuring proposals in all Cadres including Postal Accounts and MMS
were finalized about 2 years ago but still these are not implemented. If this
could not be implemented before the implementation of report of 7th CPC , it will be of
no use.
Postal
staff in each cadre is facing lot of hardship due to acute shortage of staff,
because the recruitment is not being done on the basis of actual sanctioned
strength. If staff shortage is met out more than 50% problems will be solved
automatically.
One
of the most burning problems is the harassment of staff in all cadres in the
name of implementation of various schemes and services and trade union
victimization. CBS and CSI has become a very serious problem. Without
developing proper infrastructure these schemes are being implemented and staff
is facing more difficulties and harassment from administration as well as
public. More and more staff is being made victim under contributory negligence
factor. If any union representative raises his voice against all these excesses
he is victimized.
This state of affairs on the part of
administration cannot be tolerated more.
Therefore
the Federal Secretariat of NFPE has decided unanimously to go on 48 hours
Strike on 1st and 2nd December-2015.
NFPE
call upon the entirety of Postal, RMS and GDS employees to make all efforts
to make the 48 hours strike a historic
success and make the department and
Government of India to understand
that Postal Employees will not
leave their genuine demands and will always remain on the path of
struggle.

we fight we will win. We have won on so many occasions and this time also we
will win.
